Labour Intensive Public Works

The Labour-Intensive Public Works (LIPW) component is a flagship intervention under the Ghana Productive Safety Net Project 2 (GPSNP2). It provides temporary employment opportunities to poor and extremely poor households while developing productive community assets that promote local economic growth, climate resilience, and sustainable livelihoods.
With a total allocation of US$47 million, comprising US$28 million from the original financing and US$19 million under Additional Financing, the LIPW component continues to expand its coverage and strengthen its impact across targeted districts nationwide .

Our Objective

The LIPW component is designed to:

  • Provide short-term wage employment to poor and vulnerable households;
  • Construct, rehabilitate and maintain productive public infrastructure;
  • Enhance community resilience to climate change; and
  • Promote inclusive participation, particularly for women and Persons with Disabilities (PWDs).

By combining income support with infrastructure development, LIPW delivers immediate household relief while building long-term community assets.

What We Deliver

LIPW finances a range of public works interventions selected from District Medium-Term Development Plans and aligned with local development priorities. These include:

  • Small Earth Dams (SEDs)
  • Climate Change Mitigation Interventions (CCMIs)
  • Rehabilitation and maintenance of feeder roads
  • School Parks
  • Clean Kitchens

Importantly, 60% of the LIPW allocation is dedicated to wage payments, ensuring that the majority of resources directly support vulnerable households.

Who We Serve

The LIPW component is implemented in up to 122 targeted districts and in all the 16 regions of  Ghana and aims to reach:

  • 95,000 poor and extremely poor beneficiaries (80,000 rural and 15,000 urban);
  • At least 60% women beneficiaries, promoting women’s economic empowerment;
  • 2,500 Persons with Disabilities (PWDs), with tailored roles to support inclusive participation.

Work activities are scheduled during agricultural off-seasons to maximise participation without disrupting farming livelihoods.

Transparent & Accountable Delivery

LIPW integrates strong governance and accountability systems, including:

  • A robust Management Information System (MIS);
  • Secure electronic wage payment platforms;
  • Environmental and Social Safeguards compliance;
  • A functional Grievance Redress Mechanism (GRM);
  • Mandatory codes of conduct addressing Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH) .
