The Ghana Productive Safety Net Project 2 (GPSNP2) is a flagship social protection initiative of the Government of Ghana, designed to strengthen safety net systems, improve productivity, and enhance sustainable incomes for poor and vulnerable households nationwide. The project spans the period 2022–2026 and builds on the successes of the original GPSNP to expand impact and deepen institutional capacity. GPSNP2 is jointly implemented by the Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) and the Ministry of Gender, Children and Social Protection (MoGCSP), within Ghana’s decentralized governance framework. The MLGCRA leads the implementation of the Productive Inclusion (PI) and Labour-Intensive Public Works (LIPW) components, as well as aspects of the Project Management components, while the MoGCSP oversees the Safety Net Transfers and Social Protection Systems Strengthening components.
To contribute to inclusive economic growth by empowering poor and vulnerable households to improve their incomes, build productive assets, and strengthen resilience against shocks.
In line with the World Bank–supported program framework, the objective of GPSNP2 is to expand and enhance social safety nets that improve the incomes and productivity of the poor in Ghana.
GPSNP2 delivers integrated support through six core components :
Supports vulnerable households with skills and financial support to grow sustainable incomes.
Provides temporary jobs while improving community infrastructure and local assets.
• Livelihood Empowerment Against Poverty(LEAP) • Cash Transfers and Ghana School Feeding(GSFP) Payments.
Strengthens systems and policies to improve social protection delivery.
Ensures effective coordination, monitoring, and institutional capacity building.
Enables rapid funding and response during national emergencies.
GPSNP2 operates through Ghana’s decentralized institutional structure, working closely with Metropolitan, Municipal, and District Assemblies (MMDAs). The MLGCRA Coordinating Unit (MCU), headquartered in Accra, leads coordination with five zonal offices located in Bolgatanga, Tamale, Wa, Kumasi, and Koforidua to support implementation nationwide.
